That this is designed as a rifle scope. However, if the price was right, would it serve as a decent spotter and how would it consume to the pulsar offerings?

There is a basic rule about Night Vision and Thermal equipment that has been learned by many and passed on so that others don't have to learn it
DON'T BUY ANYTHING MADE BY ATN!!!!

For the same money you could have one of our WT1 35-3 rifle scopes with better magnification, better resolution, more sensitivity and shutterless core. ;)

Specs are:

384x288 17 micron 50 Hz shutterless sensor (so great image and no freezing)
800x600 OLED display
35mm F1 direct focus lens, 3x optical 6x and 12x digital magnifications
White hot / black hot / colour thermal palettes
4x CR123 or rechargeables 7-8 hours run time.
Picatinny mount.
Very compact 231x81x81mm
Very lightweight 625 grams!
Comes complete with video and external power leads, hard Peli type case and 3 year warranty
