Here is a
manual pan and tilt sunroof or windscreen suction mounted NV spotter at £260 posted in the UK - with a 12v cigar socket power supply. The unit should be turned off - or the batteries removed when powered via the vehicle to prevent charging them.
It also has a solid handle to use as a hand held spotter and will run for about three hours constant on with two quality 18650 batteries - not supplied.
