Hi Phil,
They used to be ATN badged not sure who makes them now but Carl at nightvision gear sells
them. They fit on top of a picatinney rail allowing you to bring a scope back or lift clear of the bolt knob.

Does this rail fit on a dovetail or onto a weaver so it can be set back for scope eye relief?

Not sure about a weaver but certainly on top of a picatinney rail.
Yes your scope can then be set back, great for dedicated scopes.

It fits Picatinny or Weaver, but won't work on a dovetail,
