I'm sorry I forget that 17Rem is CF. I'll be using this with a .300 AAC/Blackout on an AR-15 platform gun shooting 208 grain subsonic rounds and 125 grain supersonic rounds at 150 pound and larger hogs.

Well, if you send it without a lens then it's not optical, possibly illumination which isn't listed. Then risk sending the lens as glass ?

Bruce is a veritable mine of information with an ability to dig deep into the written documentation of almost anything.
It seems the "Optical, photographic, cinematographic, measuring, checking, precision, medical or surgical instruments and apparatus; clocks and watches; musical instruments; parts and accessories thereof" part is a heading which only applies to detailed items within that category:
As in Section XVIII, Chapter 90 of the Harmonized tariff schedule.

Long story short is we need to use a correct tariff code - which in this case sees a mere 1.5% or so added.
