So if these are to be used with a 18650 li-ion then the charge voltage should be no more than 3v? Instead of the standard 3.6v that would generally be used? Or is this controlled by the driver?

Apologies for the questions.
The driver controls the voltage and current going to the LED.
If you want to use a single 18650, then you need a driver with an input voltage range of approx 3.2 - 4.5 volts which can supply 1 amp constant current to the LED
If you want to use 2 x 18650 then you need a driver with an input voltage range of approx 6-9 volt which can supply 1 amp constant current to the LED
