Is the laser IR or can it be seen without looking thru the scope if that makes sense?

No, you have to look down the fibre optic sight, which is pretty accurate. If you have an NV scope then you can pick up the laser quite well at night.
What you can do if you have a home build with the reticule design is to have your normal crosshair for aiming and put an extra mark on the screen for the range finder laser, you can then use that marker day or night with your digital setup.
Hope thats clear for you?

Kind regards Splatty
